EICR, electrical safety certificate, fixed wire testing — same thing

The formal name is an electrical installation condition report. Clients variously ask us for an electrical safety certificate, an electrical test certificate or fixed wire testing, and all three describe this inspection: a periodic test of the building's fixed wiring to BS 7671.

Scope covers boards and protective devices, insulation resistance, continuity, earthing and bonding, RCD performance, containment and accessory condition, with findings coded C1, C2, C3 or FI. Appliance testing is PAT and quoted separately.

Who is responsible, and how often

The duty holder under the Electricity at Work Regulations 1989 — normally the employer or whoever controls the premises. On Northampton's industrial estates that is often the tenant for their unit and the landlord for the estate supply and shared areas.
